Pakistan: HEC, IBCC and the Foreign Office

If your degree is from Pakistan, the usual chain starts with the (HEC), which verifies and attests degrees and transcripts from recognised universities through its online system. School and college certificates (matric and intermediate, or O and A level ) go through the Inter Board Committee of Chairmen (IBCC).

The Ministry of Foreign Affairs then attests or documents for use abroad. Pakistan joined the in March 2023, so for countries that are also members, one apostille replaces the old embassy stamp. Each office has its own fees, appointments and processing times, and they change; read the current rules on the official sites before you book.
