What it is

The Japanese Government (MEXT) Scholarship is Japan's own scholarship for international students, funded by the Ministry of Education, Culture, Sports, Science and Technology. It has seven categories, including undergraduate students and research students. For a computer science or software engineering graduate, the one that matters is the Research Student category: a master's, a doctorate, or a non-regular research period that can lead into one.

What it covers

For research students, the 2027 guidelines list:

  • Tuition, matriculation and entrance examination fees waived at the university.
  • A monthly allowance: 143,000 yen for preparatory and non-regular students, 144,000 yen for master's students and 145,000 yen for doctoral students, with a small regional supplement in some areas. MEXT notes the amount can change with the government budget each year.
  • An economy return air ticket from the international airport nearest your home, if you arrive within the set window.
  • Six months of Japanese language preparatory education for those who need it.

Domestic travel to the airport, airport taxes and travel insurance are on you.

Can you apply from Pakistan or India?

Yes. Applicants need the nationality of a country with diplomatic relations with Japan, which both have. For the embassy route, the first screening runs at the Japanese diplomatic mission in your country of nationality, so you apply through the Embassy of Japan in Islamabad or the Japanese embassy and consulates in India. The 2027 research guidelines set an age limit of being born on or after 2 April 1992, and you need 16 years of education (or a qualifying bachelor's) for a master's. No Japanese is required at application, but you must be willing to learn it.

Two routes in

  1. Embassy recommendation: you apply to the embassy, which screens you first. It is the route open to anyone without a university already backing them.
  2. University recommendation: a Japanese university nominates you to MEXT directly. This usually depends on a professor already wanting you, so it suits people with existing research contact.

How selection works (embassy route)

  • First screening at the embassy: document review, written tests in Japanese and English (the Japanese result is only used to plan your language classes), and an interview.
  • Provisional acceptance: if you pass, you contact up to two Japanese universities at a time and ask for a letter of provisional acceptance. The guidelines say this letter greatly influences the final result and that applicants without one may be rejected.
  • Second screening and placement by MEXT, then results through the embassy.

Typical timeline

In the 2027 cycle, calls opened at embassies around mid-April 2026, first screenings ran between May and July, provisional acceptance requests closed on 1 September, MEXT's second screening began in November, and results came out between January and March 2027, for arrival in April or October 2027. Each embassy sets its own deadline and the dates change every year, so check the embassy's page as soon as spring arrives.

What makes a strong CS application

  • A research plan, not a wish list. The Field of Study and Research Plan is used to place you at a university. Name a concrete problem, the methods you would use and why a Japanese lab is the right place.
  • Read the labs first. Find two or three professors whose recent papers match your plan on Google Scholar, so the provisional acceptance request lands well.
  • Show your research instinct. A final-year project written up properly, a thesis abstract or an open source contribution with real technical depth says more than a list of frameworks.
  • Prepare for the English test and interview. A recent IELTS or TOEFL iBT score can be submitted as supporting evidence.

Common mistakes

  • Treating the research plan as a statement of purpose about your life story.
  • Contacting more than two universities at once (the guidelines forbid it), or writing to a professor before the university's international student office, which the guidelines say to contact first.
  • Missing the embassy's local deadline because you were watching the MEXT site instead.
  • Assuming the language test decides the result. It feeds your preparatory class, not just your score.
