What it is
Microsoft Cost Management is described by Microsoft as a suite of FinOps tools to analyse, monitor and optimise Microsoft Cloud costs. Its documentation on Microsoft Learn covers Cost Management itself, Billing, reservations and savings plans in one place. Cost Management is available to anyone with access to a billing account, subscription, resource group or management group.
The pages that matter most for FinOps
- Cost analysis: ad-hoc exploration of cost by service, resource group, tag and more, with smart views and Power BI for deeper reports.
- Budgets and alerts: budget alerts on actual or forecast cost, anomaly alerts for unexpected daily changes (subscriptions only), scheduled alerts and reservation utilisation alerts. Subscription and resource group budgets can trigger an action group to automate a response.
- Organising costs: billing profiles and invoice sections, management groups, subscriptions, resource groups and tags. Tags are the only way to add your own business context to cost details.
- Tag inheritance and cost allocation rules: copy subscription and resource group tags onto resources in cost data, and split shared costs across subscriptions, resource groups or tags without changing the invoice.
- Exports: scheduled exports of actual, amortised and FOCUS cost and usage details, price sheets and reservation data to Azure Storage as CSV or Parquet.
- Rate optimisation: Azure reservations (up to 72% off pay-as-you-go, by Microsoft's figure), savings plans for compute and for databases (one or three years), and Azure Hybrid Benefit for existing Windows Server and SQL Server licences.
- Advisor cost recommendations: shut down or resize underused VMs, based on a lookback you can configure.
Why read the docs
The Azure cost features change every few months (savings plans for databases and FOCUS exports are recent), and the docs state the limits that trip people up, such as anomaly detection working only at subscription scope and Advisor savings ignoring reservations you already hold.
How to use it well
Pair each page with an action in your own subscription: create a budget, add a tag, enable tag inheritance, set up a FOCUS export. Exports write to a storage account, which has a small cost.
Best for: anyone learning FinOps on Azure or supporting Azure teams.
